The difference between GMP and GLP is one of the most common sources of confusion for anyone entering the regulated pharmaceutical world — and not only for newcomers: you can hear it explained inaccurately in companies, during audits and in job interviews. The two acronyms share the word "Good" and the logic of quality systems, but they cover different scopes, answer to different regulations and are inspected by different authorities. GMP vs GLP: the difference in a nutshell
The essential distinction lies in what is being controlled. GMP (Good Manufacturing Practice) governs the manufacturing and quality control of medicinal products intended for the market or for clinical trials: the unit of reference is the batch, and the goal is to ensure that every batch conforms to its approved specifications and is safe for the patient. GLP (Good Laboratory Practice) governs nonclinical safety studies — toxicology, mutagenicity, tolerability — performed on chemicals and drug candidates before human use: the unit of reference is the study, and the goal is to ensure that the data generated are reliable, reconstructable and usable by regulatory authorities to assess risk.
In other words: GMP protects the patient from a defective batch, GLP protects the regulatory decision from unreliable data. A laboratory can operate perfectly well under GMP without ever touching GLP, and vice versa.
What GMP is and where it applies
GMP is the set of requirements ensuring that medicinal products are consistently produced and controlled to the quality standards appropriate to their intended use. In Europe the reference is EudraLex Volume 4, which interprets the principles laid down in Directive 2001/83/EC and Commission Directive (EU) 2017/1572 for human medicinal products, and in Regulation (EU) 2019/6 together with Implementing Regulation (EU) 2025/2091 for veterinary products. The structure is familiar to anyone working at a manufacturing site: Part I covers the basic requirements in nine chapters (from the pharmaceutical quality system to self-inspections), Part II covers active substances, Part IV covers ATMPs, and the Annexes address special cases such as sterile manufacturing (Annex 1) or computerised systems (Annex 11). In the United States, the equivalent framework is FDA's 21 CFR Parts 210 and 211.
GMP applies to manufacturing plants, packaging sites, Quality Control laboratories that release batches, and warehouses handling production materials. Inspections are carried out by national competent authorities (such as the FDA in the US or EU member state agencies), and certification of each batch in the EU is the responsibility of the Qualified Person (QP). What GLP is and where it applies
GLP is a quality system covering the organisational process and the conditions under which nonclinical health and environmental safety studies are planned, performed, monitored, recorded, archived and reported. The international reference is the OECD Principles of Good Laboratory Practice (OECD Series on Principles of GLP, No. 1, 1997 revision), transposed in the European Union by Directive 2004/10/EC, while Directive 2004/9/EC governs the inspection and verification of test facilities. In the United States the reference is FDA's 21 CFR Part 58 (Good Laboratory Practice for Nonclinical Laboratory Studies).
GLP applies to test facilities conducting toxicology and safety studies: the organisational pivot is the Study Director, the single point of study control, supported by an independent Quality Assurance unit that reviews the protocol, critical phases and final report. The most common mistakes (and how to avoid them)
In everyday practice, confusing the two frameworks produces recurring mistakes that an inspector or a second-party auditor will spot immediately:
- "The QC lab works under GLP." False: the Quality Control laboratory that tests and releases batches operates under GMP (EudraLex Volume 4, Chapter 6), not GLP. The word "laboratory" in GLP refers to nonclinical test facilities.
- Using "GLP" as a synonym for "good laboratory habits". GLP is a formal regulatory framework with a precise scope, not a generic way of saying the lab is tidy.
- Applying GMP requirements to a GLP study (or vice versa) in contracts. Quality agreements with CROs and CDMOs must state the correct framework: asking a toxicology test facility for "GMP certification", or an API manufacturer for GLP compliance, creates expectations that cannot be verified.
- Forgetting the boundary zones. The test item used in a toxicology study must be characterised, and an investigational medicinal product for clinical use must be manufactured under GMP: in development projects the two disciplines coexist and the handovers must be documented.

The quickest way to get it right is to always ask: what is the output? If the output is a batch intended for a patient (or for a clinical trial), you are in GMP territory. If the output is a nonclinical safety data point intended for a regulatory dossier, you are in GLP territory. Formalise this distinction in your supplier qualification SOPs and quality agreements, explicitly stating the regulatory framework applicable to each outsourced activity, and train your auditors to recognise the boundaries: it is a question inspectors often use precisely to test the robustness of a quality system.
