What is the FEUM? It is the Farmacopea de los Estados Unidos Mexicanos, the official compendium that sets the analytical methods and quality requirements for drug substances, medicinal products and other health supplies (insumos para la salud) in Mexico. If you work in QA, QC or regulatory affairs and deal with the Mexican market — because you register products with COFEPRIS, supply a local customer or face an audit by a Mexican authority or partner — sooner or later you will meet the FEUM and need to understand what makes it mandatory, how it is updated and how it fits with the USP and Ph. Eur. This guide lines up the legal basis, the structure of the compendium, the supplements and what changes with edition 14.0, in force from 19 October 2026.

What is the FEUM and what legal weight does it carry

Unlike many European national pharmacopoeias, now almost entirely absorbed into the European Pharmacopoeia, the FEUM is a fully binding text in its own market. Its legal anchoring sits on three levels:

  • Ley General de Salud, Article 224: classifies medicinal products and defines as "oficinales" those prepared according to the rules of the FEUM; for allopathic medicines the reference to the pharmacopoeia is part of the definition itself.
  • Reglamento de Insumos para la Salud, Article 8: establishes that the quality specifications for excipients, drug substances and medicinal products are those of the FEUM and its supplements; only where the information does not appear there may pharmacopoeias of other countries be used.
  • NOM-001-SSA1-2020: the Mexican official standard governing how the pharmacopoeia is drafted, published and updated. Among other things, it requires every new edition or supplement to be officialised through a notice (aviso) in the Diario Oficial de la Federación (DOF), and updates to occur at least every three years.

The operational consequence is clear-cut: for a product destined for the Mexican market, the FEUM is not a "courtesy" pharmacopoeia to quote in the dossier — it is the primary source of specifications. The hierarchy — FEUM first, other pharmacopoeias only as a fallback — is the exact opposite of what a European or US laboratory is used to, and it is one of the points inspectors check most carefully.

Who writes the FEUM: CPFEUM, Secretaría de Salud and COFEPRIS

The compendium is drafted by the CPFEUM, the Comisión Permanente de la Farmacopea de los Estados Unidos Mexicanos, a body formally established in 1984 within the Secretaría de Salud. The Commission works through technical committees of experts from industry, academia and the authorities, on a model similar to USP or EDQM committees. The Secretaría de Salud officialises each edition with the DOF notice, while COFEPRIS — Mexico's federal commission for protection against sanitary risks — is the authority that enforces the pharmacopoeia in marketing authorisations, verifications and site inspections.

Seen from abroad, the division of roles is: CPFEUM writes, the Secretaría de Salud promulgates, COFEPRIS enforces. Mixing up the three in a dossier or in a response to an observation is a frequent — and easily avoidable — mistake.

Regulated markets outside the EU and US move faster than SOPs can follow: with The Pragmatic GMP, GuideGxP's free weekly newsletter, you get the regulatory updates — pharmacopoeias included — already translated into operational actions for QA and QC.

Structure of the compendium: volumes, MGAs and supplements

FEUM 14.0 comes in three volumes and follows a logic familiar to anyone using the USP or Ph. Eur.: monographs for drug substances, excipients and pharmaceutical preparations, chapters on critical systems, and a section of Métodos Generales de Análisis (MGA) — the functional equivalent of the USP General Chapters or the 2.x chapters of the European Pharmacopoeia. Around the main edition revolve companion works, each with its own revision process:

ComponentContentOperational note
FEUM (general edition)Monographs, MGAs, chapters on critical systems and preparationsPrimary source of specifications for the Mexican market
Suplemento para establecimientosRequirements for pharmacies and establishments handling health suppliesReferenced in COFEPRIS verifications of establishments
Suplemento de dispositivos médicosRequirements and methods for medical devicesReference for device marketing authorisations
Farmacopea Herbolaria (FHEUM)Monographs of herbal drugs and preparationsStandalone edition, updated on its own schedule

A detail that often surprises foreign teams: the supplements are not updated in lockstep with the general edition. Before declaring compliance "with the current FEUM", check which edition of each work is actually in force at that moment — exactly as you would with Ph. Eur. supplements.

FEUM 14.0: what changes from 19 October 2026

Edition 14.0 was distributed electronically from 19 June 2026 and officialised with the notice published in the DOF on 20 August 2026: the 60 calendar days set by the notice put the entry into force at 19 October 2026. Among the updates announced by the CPFEUM:

  • three newly recognised routes of administration: intraglandular, oromucosal and by infiltration;
  • a revised and harmonised concept of solubility;
  • the new MGA 292 on drug dissolution;
  • the updated Appendix XIII on the evaluation of microbiological culture media;
  • changes across the chapters on excipients, drug substances, critical systems, pharmaceutical preparations, biological products and general methods of analysis.

For laboratories, the trickiest point is the transition window: an internal method aligned with 13.0 must be re-verified against the 14.0 text before the entry-into-force date, documenting the outcome — even when the conclusion is "no impact". It is the same reflex you apply to every new USP or Ph. Eur. supplement, and in an audit its absence shows immediately.

FEUM, USP and Ph. Eur.: multi-pharmacopoeia compliance

The typical case is a product manufactured in Europe or the US and also registered in Mexico: quality control is built on the Ph. Eur. or USP, but the Mexican marketing authorisation presupposes the FEUM. Three routes are available: demonstrate that the European or US compendial method is equivalent to or more stringent than the FEUM one, adopt the FEUM method outright for batches destined for Mexico, or — where the FEUM does not cover the test — legitimately rely on another pharmacopoeia, as Article 8 of the Reglamento de Insumos para la Salud allows. Whatever the choice, it must be written down, justified and consistent across the registration dossier, the internal specifications and the certificates of analysis: divergence among these three documents is the most common multi-pharmacopoeia finding.

GuideGxP recommendation

Treat the FEUM the way you treat the USP: with a formal gap analysis and active surveillance. In practice: inventory the products in your portfolio holding a Mexican marketing authorisation; for each one, map the applicable monographs and MGAs and compare them with your current specifications; record the outcome in your document management system; add the DOF notices and the CPFEUM channels to your regulatory surveillance, with a defined owner and frequency. The entry into force of 14.0 is the right moment to set the process up once and for all, instead of chasing the next edition.
